La obligación de adherir y anular la estampilla a que. se refiere esta ley estará a cargo de los funcionarios departamentales y municipales que intervengan en los actos. El incumplimiento de esta obligación generará las responsabilidades disciplinarias, fiscales y penales correspondientes.
