º . Cuando las entidades propietarias hayan ejecutado mediante convenios con las comunidades afectadas por las obras públicas de que trata el artículo 1º de la Ley 56 de 1981, programas de electrificación rural, el costo de éstos que haya sido aprobado por la entidad propietaria se considerará como parte de su aporte por ventas de energía de que trata el literal b) del artículo 12º de la Ley 56 de 1981.
