º. Para efectos de lo dispuesto en el inciso 2º del artículo 6º de la Ley 105 de 1993, son autoridades competentes los alcaldes metropolitanos, distritales y municipales, quienes adoptarán la decisión correspondiente de acuerdo con los estudios técnicos del caso.
