Los nuevos empleados que resulten creados por la presente Ley disfrutarán de un sueldo igual al de que gocen los empleados de la misma denominación existentes en el respectivo lugar o territorio. Caso de que no pueda aplicarse esta regla, el Gobierno fijará provisionalmente los sueldos, mientras la ley los establece de una manera definitiva; y las sumas necesarias se considerarán incluidas en los respectivos Presupuestos.
