Art 11. Desde el 1.º de setiembre próximo en adelante se empezarán a recaudar los fondos especiales para mejoras internas, e irán elevándose esos impuestos adicionales en la proporcion establecida por el artículo 6.º de la lei 89 de 1873, hasta completar la cuota señalada en la misma lei.
