Una vez realizados los estudios a que se refiere el artículo anterior y aprobados por el respectivo Ministerio, se constituirá una sociedad para la construcción de la obra, en la cual aportada la Nación el 51% de las acciones y el Departamento y los Municipios interesados el 49% restante.
