En la Tesorería General de la República, se abrirá una cuenta especial a la que ingresarán los dineros del fondo nacional rotatorio de que trata esta ley, y sobre ellas sólo podrá girar el Ministerio de la Economía Nacional para los estudios y ejecución de las obras a que se refiere la Ley 107 de 1936 .
