° Por causa de la actual carencia de dinero en la Tesorería, el Poder Ejecutivo se priva, por ahora, de contratar árboles de quina y caucho de que trata el articulo 4.° de la ley 15 a de 1884. Pero cuando las circunstancias sean favorables para hacer los contratos que trata este artículo, se dictarán anticipadamente las disposiciones ejecutivas á que haya lugar.
