Artículo cuarto. Autorizase al Concejo Municipal para elevar, a partir del 1º de julio de 1948, el impuesto predial del Municipio de Bogotá en un uno por mil (1 x 1000), y del 1º de enero de 1949 en adelante, en otro uno por mil (1 x 1000).
