Artículo único. La Patria agradecida reconoce que el payanés D. Carlos Albán consagró fructuosamente su vida para honra y provecho de la República á la Ciencia, las Letras y las Armas, y pereció con gloria cumpliendo su deber á bordo del Lautaro , el día 20 de Enero de 1902, en la bahía de Panamá.
