Habiendo cumplido la ciudad de Riohacha, en el Departamento del Magdalena, en el año de 1945, el cuarto centenario de su fundación, se asocia la Nación al natural y justo jubilo de todos sus hijos, sobre todo por los eminentes servicios que dicha ciudad, una de las más antiguas de Colombia, presto en la lucha de la Independencia por medio del ilustre prócer riohachero Almirante José Prudencio padilla.
