º. El artículo 2° del Decreto 2174 quedará así: "Artículo 2º. Competencia. El Ministerio de Comercio Exterior podrá autorizar el funcionamiento de Zonas Francas Transitorias Especiales, para efectos agroindustriales en las Zonas de Frontera, hasta por el término de un año, contado a partir de la fecha de autorización por parte de la Dirección de Impuestos y Aduanas Nacionales del ingreso por primera vez de bienes a la misma".
