El Estado colombiano promoverá, por conducto del Ministerio de Educación Nacional, la producción, importación, distribución, venta y uso de juguetes que sirvan para ejercitar y estimular la mente y que despierten en los niños el respeto por la vida, la creatividad, la sana emulación, la camaradería, la lealtad, el trabajo en equipo, el respeto al adversario, la comprensión y la tolerancia con los demás y el entendimiento entre los hombres, dentro de un espíritu de paz y fraternidad.
