A partir de la fecha de sanción de esta Ley, créase la Universidad del Pacífico, como un establecimiento público nacional de carácter docente con personería jurídica y autonomía de educación nacional. Su domicilio será la ciudad de Buenaventura, Departamento del Valle del Cauca, pero podrá establecer dependencias académicas en otras localidades del Litoral Pacífico. Esta Universidad se regirá por las normas establecidas en los artículos siguientes:

Pa rágrafo . La creación de la Institución de que trata la presente Ley no estará sometida a los requerimientos establecidos en el Decreto-ley 80 de 1980 y la Ley 25 de 1987 .
