Art. 3°. Las providencias que expidan los Gobernadores de acuerdo con la facultad que se les confiere por el presente Decreto, no se llevarán á efecto sin la aprobación del Gobierno, quien, para el caso, oirá el dictamen de la Corte Suprema de Justicia. Comuníquese y publíquese.
