Crease en las capitales de los Departamentos una Junta que se compondrá Del Gobernador del Departamento, que la presidirá, de Departamento del Director de higiene Departamental y de un medico titulado, de los que ejerzan la profesión en la cabecera del Departamento y elegido por la Academia Nacional de Medicina de Bogotá. Sera Secretario de la referida Junta el Oficial Mayor de la Dirección de Instrucción Pública del Departamento.
