Mientras los concejos municipales dictan las normas sobre organización de las Juntas de Acción Comunal, los empleados de que trata el artículo 6° de este Decreto, y los voluntarios que hayan recibido la instrucción del caso, organizarán juntas provisionales, sin perjuicio de lo dicho en el artículo anterior sobre Juntas de Alfabetización.
