El artículo 1º del Decreto 1659 de 1985, quedará así: La actividad financiera del cooperativismo se ejercerá en forma especializada por medio de los organismos cooperativos de grado superior de carácter financiero, las cooperativas de ahorro y crédito y las cooperativas de seguros. De conformidad con el inciso 2º del artículo 10 del Decreto 1598 de 1963, el Departamento Administrativo Nacional de Cooperativas, por notorias conveniencias sociales, podrá autorizar también su ejercicio a cooperativas con domicilio en municipios de población inferior a veinticinco mil habitantes, que, adicionalmente a su actividad principal de ahorro y crédito, presten servicios de comercialización, provisión agrícola o similares.
