Autorízase al Gobierno Nacional para adquirir con destino al Instituto Colombiano de Ciegos, un lote de terreno apropiado para el funcionamiento de una granja agrícola de experimentación. La Granja del Instituto Colombiano de Ciegos quedará obligada a fomentar en el país la avicultura científica práctica, especialmente en las escuelas rurales, y cederá a la Escuela de Ciegos y Sordomudos de Antioquia una parte proporcional de sus ejemplares de aves, cuando la Granja haya empezado a desarrollarse.
