º. De la definición de la falta y de la sanción disciplinaria. Ningún educador podrá ser sancionado sino conforme a las normas legales preexistentes al acto que se le imputa, ante autoridad competente y observando la plenitud de las formas propias de este procedimiento. La disposición permisiva o favorable, aún cuando sea posterior, se aplicará de preferencia a la restrictiva o desfavorable.
