Art. 2.° A costa del Tesoro Público se erigirá en la Catedral de Santa Marta un monumento en mármol que guarde las cenizas del virtuosos Obispo, con esta inscripción:

El Congreso de 1903, en testimonio de reconocimiento y admiración, al Illmo. Obispo de Santa Marta, Dr. Rafael Celedón.
