Art. 7.° Cada palabra suelta, en idioma extranjero o en clave, que se encuentre en el texto de un telegrama, se liquidará por dos palabras, exceptuando los nombres propios y apellidos. Las marcas de bultos, expresados por letras, se liquidarán, cada letra como por una palabra.
