º El Gobierno podrá declarar administrativamente caducado el contrato que celebre con la Federación Nacional de Cafeteros, no sólo por el incumplimiento de cualquiera de las obligaciones a cargo de la Federación, sino por las causales de que trata el artículo 41 del código Fiscal. Declarada la caducidad, la Federación pagará al Gobierno la multa pecuniaria que al efecto debe estipularse en el contrato que se celebre.
