Autorízase a los municipios cabeceras de Distrito y Circuito Judicial, para crear cargos de personeros, delegados, especialmente en lo penal, quienes serán de libre nombramiento y remoción del Personero Municipal. Tendrán, además, las mismas calidades del Personero.
