Vigencia. El presente decreto rige a partir de la fecha de su publicación y deroga las disposiciones que le sean contrarias y en especial el decreto 2976 de 1968, los artículos 12 al 30 de la ley 7 de 1991, los decretos 2350 de 1991, 466 de 1992 y 546 de 1997.
