Los billetes de los sorteos extraordinarios de la lotería creada por la Ley 142 de 1959 y de las demás de Beneficencia o cuyos productos líquidos se destinan íntegramente a obras de asistencia social, que funcionan en el país, quedan exentos de todo impuesto de carácter nacional y su venta será libre en todo el territorio de la República. Es entendido que cuando se trate de loterías que funcionen por administración delegada o de venta de billetes, las exenciones favorecerán exclusivamente a las loterías y por ningún motivo a los contratistas.
