Art. 19. Son pensiones gratuitas las concedidas por cualquier título distinto de los mencionados en el precedente artículo.

Toda pensión gratuita que exceda de ochenta pesos ($ 80) mensuales, se reducirá a esta suma, y el Gobierno expedirá nuevo título al agraciado.
