El Consejo de Superiores del Establecimiento reglamentará las enseñanzas indicadas, fijando el tiempo en que debe hacerse el aprendizaje y demás condiciones para que se obtenga éste con eficacia y solidez, de lo cual se dará cuenta al Ministerio para que si lo tiene á bien haga las observaciones que correspondan.
