Las fábricas y laboratorios que elaboren sustancias que producen dependencia física o síquica, no podrán tener existencias de materias primas distintas de las que suministre el Ministerio de Salud Publica. Los productos terminados serán vendidos al Fondo Rotario de Estupefacientes a medida que se elaboren.
