El Ministerio de Justicia y del Derecho a través de la Subdirección de Control y Fiscalización de Sustancias Químicas y Estupefacientes, será competente para evaluar las solicitudes y expedir las autorizaciones para siembra y uso de la fibra y el grano del cáñamo, cuyo contenido de tetrahidrocannabinol (THC), incluyendo isómeros, sales y formas ácidas, sea igual o menor al 0.3% o aquel porcentaje que disponga el Gobierno nacional, y ejercer el seguimiento a quienes se les haya otorgado la autorización.
