El gobierno aportará al Instituto Nacional de Radio y Televisión a través del Ministerio de Comunicaciones y mediante contrato con éste, una suma no inferior a cinco millones de pesos ($5.000.000.00) durante la vigencia de 1964 y a tres millones de pesos ($3.000.000.00) durante la vigencia de 1965, con el fin de contribuir a la financiación de los gastos de inversión y funcionamiento del Instituto en su periodo inicial.
