A partir de la fecha de la expedición del presente Decreto, será requisito indispensable para la concesión de licencias de importación, que el respectivo interesado constituya un depósito de garantía, en dinero efectivo, en el Banco de la República, Fondo de Estabilización, y a favor de la Oficina de Control de Cambios, Importaciones y Exportaciones.
