Adicionar los municipios de Arboleda, Consacá, Córdoba, Cumbitara, El Charco, Maguí, Payán, Roberto Payán, Potosí, Olaya Herrera y Nariño en el departamento de Nariño, los municipios de San Martín y San Alberto en el departamento del Cesar y el municipio de La Esperanza en el Departamento de Norte de Santander al artículo primero del Decreto 2875 de 2001, el cual modificó el numeral cuarto del artículo primero del Decreto 2195 del mismo año, de conformidad con lo señalado en la parte motiva del presente decreto.
