El joven que solicite matrícula debe presentarse personalmente ante el Rector, acompañado de su padre o acudiente o de la persona de quien dependa en la ciudad, a fin de que firme la matrícula y se imponga de las condiciones de su cargo. En ningún caso se puede extender matrícula sin llevar las condiciones anteriores y sin antes haber consignado los derechos correspondientes.
