Las estampillas correspondientes a los portes que causen las encomiendas, se adherirán a los boletines de expedición en presencia de los remitentes, y serán perforadas y anuladas por el empleado encargado de recibir las encomiendas, de modo que se impida completamente todo abuso de ellas con perjuicio del Tesoro.
