De la autonomía y de la tutela administrativa. La autonomía administrativa y financiera de las Empresas Sociales del Estado se ejercerá conforme a las normas que las rigen. La tutela gubernamental a que están sometidas tiene por objeto el control de sus actividades y la coordinación de estas con la política general del Gobierno en los niveles Nacional, Departamental, Distrital y Municipal y particular del sector.

Parágrafo

Las Empresas Sociales del Estado estarán adscritas a la Dirección Nacional, Departamental, Distrital o Municipal correspondiente, de acuerdo con su naturaleza, dependencia territorial y reglamentación vigente sobre la materia.
