º . Traspaso de derechos y obligaciones . Efectuado el traspaso de que trata el artículo primero de este decreto, se entenderá igualmente traspasada la titularidad sobre la totalidad de derechos y obligaciones que tenía el Establecimiento Público del Orden Nacional, incluidos los instrumentos o actos de autorización, licencia o reconocimiento para la operación del establecimiento educativo.
