Art. 3. ° El Gobierno procederá, por administración, á hacer las reparaciones necesarias en los edificios existentes y en los que se compren, pudiendo delegar facultades, para este efecto, al Gobernador del Departamento de Bolívar ó al Administrador de la Aduana de Barranquilla.
