º. Cuando tenga ocurrencia alguno de los eventos previstos en el literal a) del artículo segundo de la Ley 302 de 1996, los pequeños productores de que trata el artículo primero de la misma ley, accederán a los recursos del Fondo de Solidaridad Agropecuario, siempre que dichos eventos ocurran en zonas o regiones y en cultivos o actividades, sobre los cuales no estuviere operando el seguro agropecuario establecido en la Ley 69 de 1993.
