Por conducto del Ministerio de Obras Publicas podrá el Gobierno Nacional celebrar libremente contratos con empresarios que soliciten en explotación bosques nacionales, debiendo sujetarse á las formalidades de que tratan los artículos siguientes y á los reglamentos que se dicten por el Gobierno.
