Desde la vigencia del presente Decreto, todos los trabajadores públicos (empleados y obreros), que no se encuentren en los casos previstos por el numeral a) del artículo 3º. del Decreto 1054 de 1938, están obligados a usar el derecho de vacaciones inmediatamente que cumplan el año de servicio continuo que da nacimiento a esa prestación.
