Art. 2.° En los Presupuestos nacionales se apropiarán las cantidades necesarias para el puntual cumplimiento de las obligaciones aceptadas por el Gobierno y que gravan al Tesoro de la República, teniéndose como incluidas en el Presupuesto vigente, las que deban erogarse, con el indicado objeto, en el corriente período fiscal.
