º Los contratos de concesión de que trata el presente Decreto deben celebrarse en el término de un año, a partir de la fecha de su expedición. El Ministerio procederá a dictar los actos administrativos mediante los cuales el Estado recobre las frecuencias que se encuentren en poder de usuarios que no se hayan sometido a las disposiciones de este Despacho, al vencimiento del término señalado.
