Art. 7.° Los cargos de partidor y de árbitro en causas en que tengan interés personas bajo potestad ajena, no podrán ser conferidos sino á individuos que tengan título de Doctor en Derecho, expedido por una Facultad ó Instituto respetable, ó que sean notoriamente competentes y abonados por haber sido Profesores de Derecho, Magistrados por más de tres años, ó Jueces ó abogados de honorable reputación por más de cinco años.
