Las Veedurías Populares estarán integradas por ciudadanos domiciliados en la zona de influencia del respectivo Consejo de Rehabilitación y serán escogidos por los representantes de las organizaciones comunitarias, cívicas o gremiales, por el Alcalde Municipal y por el representante de la Iglesia y de los partidos políticos que tengan asiento en el respectivo Consejo de Rehabilitación.
