Las modificaciones a los gastos de personal de las entidades públicas nacionales no podrán afectar programas y servicios esenciales a cargo de la respectiva entidad. Así mismo, deberán guardar consistencia con el Marco Fiscal de Mediano Plazo, el Marco de Gasto de Mediano Plazo del respectivo sector, y garantizar el cumplimiento de la regla fiscal establecida en la Ley 1473 de 2011. El Ministerio de Hacienda y Crédito Público verificará el cumplimiento de estas condiciones y otorgará la viabilidad presupuestal.
