Articulo 4° las personas que individual o colectivamente incitaron de palabra o por escrito a pesar apoyo a las bandas subversivas, y las que de cualquier manera prestaren ayuda para las actividades se esas bandas, incurrirán en la pena de presidio de uno a cinco años que le será impuesta mediante el procedimiento de Consejos de Guerra Verbales, sin prejuicio de las penas a que sean acreedores en caso de concurso de delitos.
