De conformidad con el ordinal 11 del artículo 76 de la Constitución Nacional para incluir en el presupuesto de los tres años siguientes contados a partir de la vigencia de la presente ley las partidas necesarias para su cumplimiento y efectuar las operaciones presupuestales correspondientes, obtener empréstitos y celebrar contratos necesarios para dar cumplimiento a la presente ley.
