Art. 2.° Para el servicio i conservacion del ferrocarril i telégrafo de Bolívar i de las embarcaciones de propiedad nacional, habrá los caudeleros, celadores de potreros, Capataces, marineros i jornaleros que sean necesarios a juicio del Administrador del ferrocarril ; pero el gasto que se cause en virtud de lo dispuesto en este artículo, no podrá esceder de $ 34,202 anuales.
