El Poder Ejecutivo mandará hacer dos retratos al óleo del doctor Joaquín F. Vélez, con esta inscripción al pie:

"EL CONGRESO DE 1909

"AL DOCTOR JOAQUIN F. VELEZ

"Homenaje de Justicia"

y dispondrá que se coloquen: uno en el local del Senado y otro en el de la Gobernación del Departamento de Bolívar (hoy de Cartagena).
